I thought that the service tax was reduced. So far, we have seen only Temp de Temp and Mirior have lowered prices by 3 euros. Is this a hidden price increase ? Or are we being ripped off ??

Spot on, David. I'm afraid that the vast majority of Paris restaurants are pocketing the TVA (sales tax) reduction in the hopes that we won't notice. But they're wrong--we do, and we're not happy.
